Board honors late member Stewart, celebrates tiny-house partners and youth ambassadors

The Winchester City Public Schools board opened its May 20 meeting with tributes to the late board member Stewart, followed by a series of recognitions for community partners and student leaders.
Board members described Stewart as a dedicated public servant who championed reading and student engagement. Miss Burrow said Stewart "poured himself into the community" and remembered how he showed up for children; other members recalled him as a mentor and committed volunteer.
The board recognized community partners on the Virginia School Board Association business honor roll for their support of the Innovation Center. Miss Lockhart introduced Annandale Millwork, Allied System Corporation and Provail Lumber Supply for providing materials and technical assistance to a student-built tiny house that will be auctioned to support future projects. Carpentry teacher Corey Banton told the board the project kept work "in house"—plans were drawn and engineered by graduates—and that the donations gave students practical exposure to construction trades.
Lockhart also highlighted Peak Roofing’s multi-year partnership with the Innovation Center, noting company crews provided on-site instruction in roofing and siding and helped broaden students’ exposure to career pathways. An unnamed business partner praised the community’s support for trades education and thanked district staff and students for the collaboration.
Dr. Mullins and SEAC presenters recognized 11 youth ambassadors in the district’s 'I'm Determined' program, which promotes self-advocacy and independence for students with disabilities. Individual students were acknowledged for achievements such as completing nurse-aide training, internships leading to jobs, and participation in regional athletics and leadership activities.
Procedurally, the board adopted the consent agenda by voice vote before moving into a closed session later in the meeting to discuss personnel items and the superintendent’s contract.
