Fairport board makes routine annual appointments, adopts policies and sets hearing on tax-override law

The Village of Fairport’s board completed its annual organizational business on Monday, Jan. 13, approving the mayor’s slate of appointments, adopting standard operational policies, confirming bank depositories, authorizing routine payments and staff travel, and introducing a local law to preserve the village’s option to override the tax levy limit.
At the start of the meeting the presiding officer read the mayoral appointments for the 2025 term and the board approved appointments to the finance committee, municipal commissions, planning and zoning panels, the Historic Preservation Commission, the tree board, traffic guards and the public art committee. The board also designated Julie M. Domarats (mayor), Brian L. White (village manager) and Megan A. Cook (clerk-treasurer) as authorized signatories for village accounts.
On financial matters, trustees designated JPMorgan Chase Bank and NYCLASS as the village’s official depositories; Clerk-Treasurer Megan A. Cook explained NYCLASS is a pooled investment vehicle for municipalities that provides liquidity and interest earnings. Trustees also authorized payment of audited bills; discussion noted recent capital items including a new rescue truck and multiple wing plows, with staff describing delivery timing and operational visibility concerns for the new plow equipment.
The board introduced Local Law No. 1 of 2025 to override the tax levy limit established by General Municipal Law §3-c and set a public hearing on the proposed local law for Feb. 10, 2025 at 6:00 p.m. in the boardroom. The presiding officer said the annual introduction is performed as a precaution so the village retains the option to override the levy if needed or to correct calculation errors.
Trustees amended a previously approved January payment for health and dental insurance premiums, reducing the January payment from $60,000 to $51,812.17, and authorized the clerk-treasurer to pay February premiums in an initial estimated amount not to exceed $60,000 (subject to audit and future board action). A motion to approve the Dec. 9 meeting minutes carried with one recorded abstention.
Other routine approvals included authorization for village officials to attend pre-approved conferences and associations, and approvals for Fairport Fire Department members to attend training and national conferences in Harrisburg, PA and Indianapolis, IN. The board also announced upcoming meetings: a zoning code update work session on Jan. 22, a work session on Jan. 27, and the next regular board meeting on Feb. 10 at 6:00 p.m.
