The Wyckoff Township Committee reviewed a resolution to authorize an agreement with Jobs for Blue to handle billing and assume the financial risk for outside-duty police details. The measure would let the vendor collect from parties hiring officers and remit payroll funds to the township before payroll, while charging an 8% service fee to the hiring party.
Administrator Matt explained the arrangement, saying the company "pays us, and the financial risk of collections actually goes to this company," and that "on the day of payroll or 2 days before payroll, we will receive the money that is required to pay these officers." Committee members asked who formally hires the officers and whether the township remains the employer; Matt said the municipality remains the employer and that the vendor is effectively contracting or "leasing" officers for detail work.
A committee member pressed on the advantages. Matt said the town becomes "financially whole" because the vendor advances or guarantees collections, and the arrangement brings the township into compliance with local finance-board regulations requiring receipt of funds prior to work being performed. The 8% fee, Matt added, is paid by the party hiring the officer as the vendor's service charge.
The item was presented for inclusion on the business meeting agenda; the transcript records explanation and questions but no final vote on the underlying contract during the work session. Committee members discussed the administrative and regulatory benefits but did not vote to adopt the agreement at this work session. The resolution is scheduled for the 8 p.m. business meeting for formal consideration and any potential vote.
