Alamosa board approves Special Use Permit for home-based daycare at County Road 7S

The Alamosa County Board of Commissioners approved Special Use Permit 26-01 on May 13 for a home-based daycare proposed by applicant Brittany Quintana at 6417 County Road Seven South.
Richard Hubler, Land Use Director, presented the application and reviewed the Planning Commission record, noting the Planning Commission had unanimously recommended approval with seven conditions. Hubler described on-site updates the applicant made since the Planning Commission hearing, including moving the back gate, installing a six-foot fence, and adding smoke detectors and fire extinguishers. Hubler said four of the seven conditions have already been met; the remaining pre-operation condition was related to state licensure.
Brittany Quintana said she has a state licensing hearing scheduled next week. Commissioners clarified county code and state licensing differences: county code defines a child care center as more than two children and limits a child care home to nine; county special use permits are required for five or more children in private homes. Public comment from Cindy New of Mosca supported the applicant’s experience and need for daycare in the area. Following the hearing, Commissioner Lori Laske moved and Vice Chair Arlan Van Ry seconded a motion to approve the permit with conditions; the motion passed unanimously.
