Council updates Public Works Standards, awards $412,790 streets contract and waives water impact fees for two SAAs

Public Works Director Jared Tubbs presented a package of infrastructure items on May 12 and the council approved changes that affect how future town streets and water systems will be constructed and paid for.
The council adopted Ordinance No. 26-008 revising the Town’s Public Works Standards, which had not been substantively updated since about 2007. Tubbs said the updated standards remove PVC as an approved pipe material due to poor performance at Brian Head’s elevation and climate, and update road-base specifications. Nancy Leigh, Town Clerk, confirmed the standards must be adopted by ordinance under Town Code; the ordinance passed on a 5-0 vote.
The council also awarded the Brian Head 2026 Streets Project to Hales Sand and Gravel, the low bidder, in the amount of $412,790. The project covers the Woodbridge Subdivision, Ridgeview, Eagle’s Roost and Pinehurst. Staff told the council that certain chip-seal work was inadvertently omitted from bid documents and could be added as a change order at an estimated $63,000 (about $0.72 per square foot covering roughly 88,600 square feet). Council members supported adding the chip-seal work subject to change-order authorization thresholds. The town will retain millings from the project for use on dirt roads.
On Special Assessment Areas, Planning & Building Administrator Greg Sant reviewed the town’s historical practice of crediting owners who fully fund infrastructure via SAAs. Consistent with that practice, the council waived water impact fees up to $5,530.49 for lots participating in the Elk Drive and Brian Head Unit 3 SAAs; connection-related fees (meters and inspections) remain payable. The motion to waive the impact fees passed 5-0.
