Commission discusses failing bridge, culverts and road repairs; local fixes planned

County commissioners and public works staff discussed a string of maintenance priorities on May 19, including a failing structure near Northwest 100 Road, culvert work on Sky Village Road, and grading/ditch repair in Leesville Township.

Minutes read into the record said residents Greg Smith, John McDonald and Jeff Smith described an existing span on Northwest 100 Road that has "been falling away with every heavy rain" and expressed concern about school buses using the route. The minutes say the structure may qualify as a MoDOT BRO bridge. Public works noted that previous local fixes (including placing a train car and riprap) helped but that the edges continue to slough; the county plans to add rock, then pour about 2–3 feet of concrete along the edge to stabilize it.

Public works also described a plan for Sky Village Road: place cold-in-place patching, dig and clean ditches, install or reset culverts and then blade and rock the road. For Leesville Township, staff said a 12-inch culvert may be adequate in the contested area but recommended cleaning ditches, setting the culvert at the proper elevation and stabilizing approaches.

Staff warned that weather has repeatedly delayed work and that some repairs are contingent on scheduling and materials. No formal vote or new capital allocation was recorded for these repairs in the minutes; the transcript records staff commitments to address problem spots and coordinate with MoDOT or other jurisdictions where appropriate.

John McDonald was recorded saying the replaced structure "hasn't been able to handle the water flow" and that it is "dangerous" for school buses, which the commission noted as a priority concern for follow-up.
