Parks and Recreation director outlines budget cuts; commissioners flag staffing and playground replacement needs

Victor Morales, director of Botetourt County Parks and Recreation, reviewed proposed budget reductions at the Commission’s April 6 meeting and encouraged members to attend an April 8 budget subcommittee meeting for more detail. Morales said funding for additional staff, uniform support and general recreational programming had been reduced and that the department could seek restoration of funds at budget deliberations.

Commissioners expressed concern about the operational impacts of cuts. Mrs. Brittany Crigler asked for clarification on the reduced uniform budget; Morales said his original request aimed to improve outfit quality to address rising costs and avoid higher registration fees. Mr. Buchanan questioned whether reductions served the department’s best interests; Morales replied the board could choose to restore funding. Dr. Donald Scothorn emphasized maintaining county facilities and prioritizing safe equipment and assets.

Morales said the department currently operates with a small staff and identified a need for a full-time Parks Manager and a Special Events Coordinator to better support county facilities. He warned several playgrounds will soon need replacement—play equipment lifespans average about 20 years—and described coordination needs with county maintenance staff. Ms. Shontae Wade confirmed the department uses assistance from a Riddell representative to ensure air helmets are properly fitted for athletes.

The budget subcommittee meets April 8 to review the departmental proposals.
