Dunn County commissioners unanimously approved entering a $17,000 contract with Public Sector Personnel Consultants to conduct a countywide compensation and classification study covering job descriptions, market comparisons and recommendations for pay structure.
The firm’s proposal, presented by Matt Weatherly, was approved after commissioners discussed county workforce equity and classification consistency. Commissioners directed that department heads and staff participate in the study’s data-gathering process.
Separately, Human Resources Director Dessie Calihou presented an updated county engineer job description with a full salary range of $91,991 to $137,982 and a new-hire range of $91,991 to $120,000. The board approved the job description and salary range but voted to hold off on actively hiring for the position until budget deliberations.
The commission also adopted a procedural directive for inclement weather: if the NDDOT issues a 'no travel advised' notice, the county will close, notify employees by 5:00 a.m., pay employees for the closure day and provide essential-worker pay for staff required to work. That policy preserves final authority with the board chair for county closures.
The board approved directed sick-leave donations for an employee in need and recognized IT Coordinator Mike Miller for completing required certifications.
Why it matters: The compensation study could lead to countywide classification and pay adjustments; holding the engineer hire delays filling a senior technical post pending budget review. The inclement-weather directive standardizes closure practice and employee pay for severe conditions.
Who said what: Matt Weatherly of Public Sector Personnel Consultants presented the study proposal. HR Director Dessie Calihou presented the engineer job description and salary ranges. Auditor Sally Whittingham and commissioners handled procedural approvals; motions were recorded as unanimous.
Next steps: The compensation study will begin with job-description reviews and market analysis; department heads are expected to participate. Hiring for the county engineer position remains on hold pending the 2027 budget process.
