McLean County board approves $17,925 transfer to meet match for federal "system of care" grant

The McLean County board voted unanimously to approve an appropriation adjustment of $17,925 to meet the local match required for an additional federal "system of care" grant from the Substance Abuse and Mental Health Services Administration (SAMHSA).
Kelly Samagonyi, who introduced the item, said the county received roughly $181,668 in additional SAMHSA funds and must provide a 1-to-3 local match; the $17,925 requested would come from the county's shared sales tax to complete that match. "Our item of action is that we request approval from, FAC for an appropriation adjustment of $17,925, and that is, to meet the required match for the system of care grant," Samagonyi said.
Board members sought clarity about the source and paperwork for the transfer. Board member Kevin McCarthy said he had not received a memo in the current packet and asked that future agenda items include a proposal form or memo for transparency. "I'm supportive of the grant and the match to make sure that we're fully getting those dollars," McCarthy said, while urging staff to provide clear documentation for municipal partners and the public.
Samagonyi and others explained the accounting mechanics: the federal award is incoming to the county, partner agencies contributed portions of the match, and the remaining $17,925 would be transferred from shared sales tax to cover the county's portion. Samagonyi identified partner recipients as The Baby Fold, CYFS, and McLean County Center for Human Services and agreed to prepare a memo based on an April 30 email to include in the county board packet so the transfer would be on the public record.
Members also asked what would happen if the county did not provide the match. A staff member advising the board said Samagonyi would need to negotiate with the SAMHSA project manager and that the agency might allow a reduced award or could reject the additional funds; the exact consequences would depend on SAMHSA's response.
A motion to approve the appropriation adjustment was made, seconded, and called for a voice vote. The board voted unanimously in favor; the chair announced, "It is unanimous. The motion carries." The approved transfer will be documented in the county board packet as requested by members.
The board did not set a separate implementation date in the meeting; staff agreed to prepare the memo and include the transfer in the county board materials for the record.
