Committee accepts superintendents summative evaluation after heated debate on process and DESE rules

The committee discussed and ultimately accepted the superintendent's end-of-cycle summative evaluation during the May 26 meeting after a lengthy, sometimes pointed exchange about process and standards.

Committee members raised concerns about the evaluation process, specifically how individual member comments were redacted in distributed materials and apparent inconsistencies among individual ratings. One member read from 604 CMR 35.04 and argued that if Standard 1 is rated "needs improvement" by a majority, the overall rating must reflect that under state regulations; another member pointed out that the document before the committee shows a summative rating of "proficient." The acting chair reminded the committee the evaluation packet presented the compiled summative report and asked members to be respectful in public discussion of personal evaluations.

After discussion, members moved to accept the summative evaluation as presented. The meeting recorded a roll-call style sequence during the vote and the acting chair announced the motion carried. Several members said they would seek legal guidance and reconcile the vote with DESE rules after the meeting. "We failed the superintendent by not providing the summative evaluation before the election," the acting chair said in urging a better process next year; others urged clearer data and a more uniform evaluation process.

Committee members also discussed public access to the evaluation materials; some members said the initial packet had inconsistent redactions and requested clarification from legal counsel. The committee tasked its leadership to obtain legal guidance on whether the adopted summative rating complies with DESE regulations.
