City’s 2025 financial audit: Glendora posts net position gain, clean opinion

The Glendora City Council received and filed the city’s Annual Comprehensive Financial Report (ACFR) for the fiscal year ending June 30, 2025, after staff presented audit results that included an unmodified (clean) opinion from independent auditors.
Assistant Finance Director Natasha Wolford said the city’s net position increased from about $221 million to roughly $230 million, a rise of approximately $8.8 million. She noted the general fund balance expanded from near $39 million to approximately $42.4 million and that the water fund maintained a strong net position at roughly $102 million. Wolford clarified the difference between the budget (a plan) and the ACFR (an audited report of results) and emphasized that much of the city’s net position is nonspendable capital assets.
The auditors issued a clean opinion, and staff highlighted that the city continues to meet reserve policy targets, maintaining an emergency balance near $18.5 million (about 45% of prior operating expenditures). Councilmembers commended staff for the clarity and work behind the report. Councilmember Michael moved to receive and file the ACFR; the motion carried 5–0.
Staff said the full ACFR is posted on the city website for public review and that staff is available to answer follow‑up questions.
