Staff brief commissioners on service‑plan work for a possible regional park district

Division director Aaron Smith briefed commissioners on a Pros Consulting study and the next step — a service plan for a possible regional park district. Smith said the 2025 parks level‑of‑service analysis found gaps in parkland, trails, flat fields, outdoor pools and recreation space when measured against benchmarks, and showed strong public support for consistent service and dedicated funding.

Smith summarized key findings cited by the consultant: roughly 14% population growth over the last 10 years and a 66% increase in parks attendance during the same period. He said survey respondents overwhelmingly value parks (94% said parks are important to quality of life) and that roughly 72% of respondents indicated support or strong support for the formation of a district. Smith said the next step is development of a service plan covering governance and funding models, district boundary analysis, staffing and asset transition planning, and compliance with statutory service‑plan requirements under NRS 318A. The service plan is on schedule for later this year, with November cited as a target.

Commissioners asked for accessible summary materials and data the commission can use in community outreach. Smith said staff will post results and analysis on parksnv.org and provide commissioners with the study materials and dashboard links to support community conversations.

Smith said the district option is intended to reduce overlap between agencies, provide equitable access and establish dedicated funding where appropriate; deed restrictions on some park parcels may complicate transfers and will be evaluated as part of the service plan.
