Bladensburg selects Hytrol for janitorial services and plans MuniCollect for revenue collection

Town staff reported results of two procurement processes at the work session. For janitorial services, the facilities team said roughly 38 firms responded, seven were interviewed, and Hytrol Building Services was the selected contractor; the contract is expected to start in July.
The clerk and facilities staff highlighted Hytrol’s all‑inclusive bid (supplies and chemicals included), a digital scheduling and inspection app, and the potential to improve employee health through environmentally friendly cleaning products. Council asked whether the vendor was an MBE; staff said they had not made MBE status a requirement in the RFP and did not believe Hytrol is MBE certified.
Staff also recommended engaging MuniCollect to manage collections for speed camera and parking enforcement revenue. The town will add an ordinance item in June to permit charging a 39% collection fee (the state‑authorized maximum) so collection contractors can recover fees; staff said collection services are generally no cost to the town because the fee is passed to the debtor.
Officials said the procurement decisions will be finalized at the appropriate meeting and that contract documents and vendor references are available in the packet.
