BERKS COUNTY, Pa. — The Berks County Board of Commissioners approved its May 21 agenda and entered a set of administrative items into the record, including personnel appointments, contract authorizations and letters supporting federal grant requests for the Coalbrookdale Railroad.
The board read Item 1, which included authorization of 2026 budget transfers of $30,000 and 2026 appropriations of $234,219; two human-resources appointments (Kalyn Macering to forensic interviewer in the District Attorney's Office and David Morgan to enterprise security and safety operations manager in Facilities and Operations); and a resolution to send a letter of support for federal funding for the Coalbrookdale Railroad.
Regarding the rail request, Chairman Leinbach recited three categories of federal funding the board would support: a BUILD transportation grant ($25,000,000), a congressionally directed spending request ($3,000,000) and CRISI (consolidated rail infrastructure and safety improvements) funding.
Leinbach also read administrative items tied to the treasurer's office: authorizing County Treasurer Mitchell R. Darkcourt to execute an agreement with the borough of Shillington to collect tax bills (effective 06/01/2026–12/31/2027) and to open a Tompkins Community Bank account in Reading for real estate tax collection for Shillington. The board also read a letter of support to President Judge M. Theresa Johnson regarding proposed magisterial district changes in the 23rd Judicial District.
The meeting included an agenda item authorizing the execution of contract agreements and amendments on the 05/18/2026 contract listing. Chairman Leinbach noted there are 15 contracts on the list, including seven with the Area Agency on Aging, two with CareerLink, joint items with Children & Youth Services and juvenile probation, and others.
A motion to approve the agenda was made, seconded and carried by voice vote. No roll-call tallies for individual administrative resolutions were recorded in the transcript.
The board then received routine financial reports and heard commissioner remarks before adjourning.
