Legislators honor long-serving clerk Brenda Rigby and appoint Sarah Decker to state panel

The Allegany County Board of Legislators paused its business on May 27 to honor Clerk of the Board Brenda Rigby, who is retiring after 34 years of public service.
Chair called Brenda to the lectern and invited former chairs and state legislative representatives to speak. Former chair Curtis W. Crandall recounted Rigby’s county career—starting in 1992, promoted to senior account clerk in 1994 and appointed clerk of the board in 1998—and praised her work organizing new-legislator orientations, preparing proclamations and supporting the board through contentious meetings. Representatives from state legislative offices presented resolutions adopted by the Senate and Assembly recognizing Rigby’s service.
Rigby accepted the recognition and thanked colleagues, family and her staff by name—Sarah Decker, Tiffany Lynn, Bev Brooch and Tiffany Brenna—and said she had been privileged to work with county employees and legislators across decades. The board presented a plaque and asked family members to join for photos.
As part of the same recognition period, Chair issued a formal appointment: Sarah Decker of Fillmore was named to fill the unexpired one-year term formerly held by Brenda Rigby as a voting member of the Inner County Association of Western New York, effective immediately.
The board also read a separate proclamation honoring Phyllis Hurlburt Rigby on the occasion of her 100th birthday (June 6). The meeting moved on after brief departmental announcements and scheduling items.
The tribute closes the board’s formal recognition of Rigby’s tenure; her successor Sarah Decker will take on clerk duties and has been identified as the board’s designee for at least one intergovernmental seat.
