Paul Jackson of Jackson Fence, representing homeowner David Owens, said the property sits close to a high‑speed roadway and a shopping center and that the family has young children; he cited broken bottles and other debris entering the yard as justification for a taller replacement in the same location. Staff confirmed the request was to replace an existing fence in the same location and that the effect should be minimal.
After noting the placement and the height are separate items, the board voted to approve the placement exception (allowing replacement in the same location) and then the height exception for the 6‑foot fence. The board informed the applicant they will be notified in writing and asked to remain for the next steps.
