The Billings City Council approved the city’s mission, vision and core values as part of its strategic‑planning process following staff presentations and two days of internal sessions. The motion to adopt passed after a brief substitute amendment effort failed for lack of a second and one council member recorded a dissenting vote on the final motion.
Missy Carey delivered remarks urging an inclusive framing focused on "community with a capital C," saying the mission and values should emphasize belonging and mutual respect. "Community can encompass all, everyone, and every walk of life," Carey said, and urged the council to keep the word "community" central to the strategic statements.
Doctor Nicholson moved an amendment to drop the new vision statement; the amendment failed for lack of a second. Council then voted to adopt the mission, vision and values as proposed; Doctor Nicholson was recorded in opposition.
Staff said the strategic planning process will continue with a full council and staff strategic session in October; the adopted statements will form the starting point for that work.
