Davis County ratifies $566,230 Axon evidence-management contract after urgent system failure

The Davis County Commission on May 5 ratified a cooperative purchasing agreement with Axon Enterprise, Inc. to replace the county’s failing digital evidence portal, a move county attorneys said averted potential case backlogs and threatened dismissals.
County Attorney Troy Rawlings told commissioners that the county’s previous vendor, Journal Technologies, was sold to a California company and service deteriorated to the point that evidence uploads stopped, creating an “evidence crisis” that risked delaying trials. “Government can act quickly, even outperforming the private sector,” Rawlings said, explaining why the office moved rapidly to adopt Axon under an existing NASPO ValuePoint cooperative agreement.
Civil Attorney Michael Kendall said the procurement saved months of time by joining the State of Oklahoma’s Axon agreement and described contractual safeguards: the contract amount is $566,230.13, the initial term runs from May 5, 2026, through Dec. 31, 2031, it is terminable for non-appropriation, and includes an option to extend for an additional five years at a fixed price. Kendall emphasized the new software’s increased capacity and the reduced operational burden on court and attorney staff.
Information Systems staff verified software compatibility before presentation; Commissioner John Crofts thanked staff for bringing a solution rather than only a problem. Vice Chair Bob Stevenson moved to approve the ratification, Crofts seconded, and all present voted aye.
The commission’s action formalized the transition to Axon and funded the new system in the current fiscal structure. The contract document was presented for ratification; the county will proceed with implementation under the terms described by Kendall and Rawlings.
