Council approves first-reading authorization to borrow up to $2 million to start sewer repairs

Council approved first reading of an ordinance authorizing general-obligation bond issuance not to exceed $2,000,000 to begin repairs to legacy wastewater lines that staff described as in “serious need of repair.” Finance staff explained a 4‑year structure would keep county debt within state limits and use available debt-millage capacity so taxpayers would not see a millage increase for this issuance. The administrator and finance director characterized the project as an opportunistic start toward a longer program that staff estimated could total about $12,000,000 over six years for mainline repairs, odor mitigation near KC West, and other capital work.

During discussion council members asked whether cash reserves, ARPA interest earnings, or early payoff of other bonds could cover the work instead of borrowing. Finance staff and the administrator said reserves and sewer reserves are already exhausted or committed to previous projects and that current bond structures and timing made borrowing the most efficient way to start work later this summer. Council members also noted concurrent grant-seeking (Rural Infrastructure Authority) and asked staff to present alternative funding scenarios at second reading; staff said they are pursuing those grants in parallel and that the $2,000,000 request was sized to fit available capacity.

The ordinance passed on first reading with one recorded 'no' vote. Council asked staff to continue grant applications and to present options (cash vs. bond) at subsequent readings.
