Commission approves letter urging rejection of Waverly Ridge unless sustainability documentation is submitted

At its March meeting the Climate Change, Energy, and Environment Commission discussed the Waverly Ridge site plan review and voted to approve a letter to the county board urging rejection of the project unless full sustainability documentation required by the SPRC process is submitted.
Commissioners said the applicant repeatedly provided little or no written sustainability documentation despite multiple requests and direct outreach from staff and commission members. One commissioner described the developer’s recent choice to offer a contribution to the county’s green building fund instead of providing the requested documentation.
Commissioners said the absence of materials — scorecards, lead information and sustainability plans that the commission has relied on in previous townhome reviews — undermined the commission’s ability to weigh in on the project. As a result, the commission adopted language that would recommend rejection "unless and until" the applicant submits the required information, and the commission approved the letter by voice vote.
The commission also discussed a possible short, technical addition referencing non-energy concerns (for example, biophilic design details) but decided not to dilute the core message: that projects presented for SPRC review should include the documentation the SPRC expects.
No county board action was reported at the meeting; staff representatives said they would include the commission’s concerns and that the county planning chair would ask the applicant about sustainability documentation during the upcoming hearing.
