Lake St. Louis aldermen approve subdivision agreements, noise ordinance, temporary easement and budget revision

The Lake St. Louis Board of Aldermen met March 16 and unanimously approved a series of ordinances and a budget revision that city officials said advance planned development and permit routine infrastructure work.
Alderman Sandy Grassmuck moved and Alderman Mike Mathison seconded approvals for agreements with Paragon Custom Homes, LLC related to London Manor Plat 1. The Board adopted Bill No. 5090 as Ordinance No. 4860, and Bill No. 5091, governing continued maintenance of streets and stormwater to be dedicated to the city, as Ordinance No. 4861.
The Board also conducted first and second readings and adopted Bill No. 5092, amending Section 375.240 of the City Code concerning motor vehicle noise; that ordinance was assigned No. 4862. City leaders said the amendment updates the municipal code to clarify prohibited noise in certain circumstances.
The aldermen passed Bill No. 5093, granting authority to execute a temporary easement for highway purposes in favor of the Missouri Highways and Transportation Commission, now Ordinance No. 4863. They also passed Bill No. 5094, a budget revision for the fiscal year beginning July 1, 2025, and ending June 30, 2026, assigned Ordinance No. 4864.
In a separate action, Mayor Brian McKinney read and the Board approved Resolution No. 03-16-26(1) authorizing submission of the city's projection of a nonbinding tax levy to the County Clerk.

The meeting also included a proclamation recognizing April 2026 as Child Abuse Awareness Month, presented to Julie Seymore of the Child Advocacy Center of Northeast Missouri. Following the formal business, board members offered comments on city communication and resource listings on the website; Alderman Jacalyn Schauer asked whether a dog registry could be maintained as confidential under the Sunshine Law and suggested improvements to the city's newsletter.
