For the TBI-awareness event, staff confirmed the organizers plan to display the vehicle involved in the incident and include fireworks. "It is for August 23, and operating hours of the event will be from 6PM to 10PM," a staff member said. Staff also confirmed the vendor holds fireworks insurance and estimated attendance under 2,500 — the city's threshold affecting fireworks requirements. Councilwoman Pettit noted the city should be listed on the policy: "And, it's on there too that the, the city of Aurora is an additional insured, I'm sure," she said.
The council approved the TBI-awareness event with a stipulation that the organizer submit the fireworks insurance to the city and that the fire chief conduct the required inspection. No permit denials or conditions beyond insurance and inspection were recorded in the transcript.
