At the Feb. 3 Hancock County meeting HR Director Josh Griffin requested that the commissioners publicly open sealed bids for a 2026 wage study and allow HR two weeks to review proposals before returning with recommendations.
Commissioner Wombacher opened the sealed envelopes and read the bidders and proposed amounts aloud: HR Data Labs (Sugar Loaf, N.Y.) — $13,845; KMA HR Consulting (Falmouth, Maine) — $32,375 to $37,625; Pioneer HR Dept (Albany, N.Y.) — $123,000; Gallagher Benefit Services (Portland, Maine) — $23,505; and MGT Impact Solutions (Tampa, Fla.) — $58,950. The commissioners agreed to give HR two weeks to review the proposals; Josh Griffin will present findings and recommendations at the CSM meeting scheduled Feb. 18, 2026.
The motion to open the sealed bids and allow HR time for review passed by unanimous vote (Clark/DiBella, 3-0). The wide variance in proposed costs means the commissioners and HR will need to weigh scope, deliverables and value when recommending a vendor.
