Planning & Building Administrator Greg Sant explained the town’s rationale: properties assessed roughly $30,000 per lot in prior SAAs received a one-third credit that typically covered the full impact fee; the council’s action formalizes the same approach for the Elk Drive and Unit 3 SAAs. Town Manager Bret Howser clarified that the waiver applies to the impact fee (system-capacity cost) and that connection fees (meters, inspections) remain payable.
Separately, as the Brian Head Special Service District, the Board considered bids for a temporary 2026 lease of available water rights (243.08 acre-feet after accounting for Bristlecone Pond use). District Clerk Nancy Leigh reported one bid from Jeffrey (Jeff) Parker for $11,399. The Board adopted Resolution SSD-041 awarding the lease to Parker for the 2026 irrigation season; the lease is temporary and a change application will be filed with the Utah State Engineer. The SSD vote was 4–0 with Board Member Duane Nyen absent.
