Brian Head awards $412,790 contract for 2026 streets project; Council approves updated Public Works Standards

The Brian Head Town Council voted May 12 to award the 2026 Streets Project contract to Hales Sand and Gravel for $412,790 and to adopt revisions to the Town's Public Works Standards.
Public Works Director Jared Tubbs told the Council the Public Works Standards had not been updated since about 2007; changes adopted in Ordinance No. 26-008 remove PVC pipe as an approved material (citing local performance issues at elevation) and update road-base specifications to reflect national guidelines adapted for Brian Head’s conditions.
Tubbs presented the low bid from Hales Sand and Gravel for the streets project covering the Woodbridge subdivision, Ridgeview, Eagles Roost and Pinehurst. He said the original bid documents did not include chip-sealing newly milled-and-replaced pavement sections—a step the town has used historically to improve winter traction—and that adding chip seal over milled-and-replaced areas would cost about $63,000 (approximately $0.72 per square foot over ~88,600 square feet). The Council supported proceeding with the additional chip seal work and agreed that any change orders above the manager’s threshold would return to the Council for approval. Millings from the project will be retained by the Town for use on dirt roads.
Council Member Larry Freeberg and other members also invited public participation in an upcoming Public Works equipment rodeo during National Public Works Week.
The contract award and the ordinance were both adopted by unanimous votes.
