Brian Head sets Transportation Utility Fee for May 26 hearing to raise roughly $100,000 for roads

The Brian Head Town Council unanimously declared its intent May 12 to consider a Transportation Utility Fee (TUF) to generate roughly $100,000 a year for road maintenance and set a public hearing for May 26, 2026 at 1:00 p.m.
Town Manager Bret Howser said the fee table was calibrated to produce approximately $100,000 annually to complement the proposed $150,000 property-tax increase under the Council’s 60/40 funding direction. Howser noted staff has updated business square-footage data used in the fee calculation and said the engineering study underpinning the fee will be posted to the Town website. He also said an intended second fee tier tied to ski-resort trip generation had been omitted from the version provided to the Council and would be corrected.
Council Member Larry Freeberg questioned the apparent disparity in the per-square-foot rate between small retail properties and the ski resort; Howser explained the resort’s entry in the current table reflected only office space and that a separate ticket- or trip-generation tier was intended. Council Member Logan Cruz asked whether the Town could add a fee on ski-lift tickets; Howser said that would require further study and legal review.
The Council adopted Resolution No. 26-572 declaring intent to consider the TUF and setting the May 26 public hearing. The agenda for May 26 will include both the tentative FY2027 budget and the TUF for concurrent public review.
