Commission issues order for 475 Fennell Drive after stormwater revisions; resident raises tree and maintenance concerns

Engineer Josh Green of Crocker Design Group summarized the changes, saying many of the updates were “simply just stormwater analysis, and some of the pipe slopes,” and describing a revised basin and subsurface treatment that will raise the outlet to avoid year-round ponding. Green said the design included testing to confirm groundwater separation and an operation-and-maintenance program on file with the commission.
A staff member who reviewed the revisions told the commission there were no outstanding comments from the engineering reviewer and that the parking spaces had been removed from the 50-foot buffer. Resident Kathy Swain asked, “What is the maintenance plan on that?” Green replied that routine maintenance would be biannual with a few minor quarterly items and that debris and trash would be cleaned in spring and fall; he said those tasks are spelled out in the stormwater report on file.
Commission members also raised concerns about tree removal. Staff said roughly 10 trees fell within the commission’s jurisdiction and recommended a tree-replacement condition where practical; the applicant agreed to discuss planting replacement trees on-site or elsewhere on the property.
With those clarifications in the record, a motion to close the public hearing and to issue the standard order of conditions carried. The commission noted that Beals and Thomas, the project engineer and environmental scientist on record, supported the revised diversion approach.
The commission recorded the action and moved to other business. The hearing record shows the commission closed the public hearing and issued the order of conditions; implementation and monitoring requirements are specified in the stormwater report and the approved order.
