Vice‑Chairman Jack Kennerly, acting as chair, presided over the Morristown Regional Planning Commissione28099s Sept. 9 meeting at which senior planner Josh Cole presented a preliminary site plan for a proposed Healthstar medical facility at the southwest corner of Veterans Parkway and Merchants Greene Boulevard. Staff said the plan shows a three‑story building of about 75,000 square feet on a 14‑acre parcel inside the citye28099s Gateway Overlay District and recommended approval.
Cole told commissioners the submitted elevations provide masonry on more than 40% of the building façade, which satisfies the overlay districte28099s additional elevation requirements. He also noted the developer must obtain full site plan approval from staff before any construction may begin.
Commissioner Ventrus Norfolk moved to approve the preliminary plan; Commissioner Alpha Alexander seconded. The commission voted 7 yes, 0 no, 1 abstain and the motion carried.
The approval at this stage reflects the commissione28099s finding that the submission meets the Gateway Overlay Districte28099s elevation standards; it does not authorize construction.
