Council President Kyung said the measure was being reintroduced to give police "the ability to enforce it under the leadership of Chief Koons" and expressed concern about children riding e-bikes without helmets on County Line Road. "Please, if your kids have these bikes, just please put helmets on them," Kyung said.
The ordinance passed by voice vote after the council opened and closed a public hearing with no resident opposition recorded. Supporters said the change is aimed at reducing dangerous behavior and improving enforcement; a council member noted this is an iterative effort that can be adjusted after implementation.
Next steps: the ordinance takes effect per statutory schedule and the police department was asked to prioritize enforcement and public education on helmet use.
