City engineering staff presented a petition seeking three variances in Koinonia Ridge Subdivision Part 3: removal of curb-and-gutter requirements along lot frontages, a reduced minimum street width from the subdivision ordinance and leaving an unimproved right-of-way adjacent to several lots.
Engineering recommended the variances, noting the neighborhood’s narrow 18‑foot paved streets, existing swales and the impracticality of piecemeal curb and gutter or partial widening when petitioners do not own entire blocks. "They don't own all the lots along any one of three streets, and so this would require short pieces of curb and gutter... it doesn't make sense in the neighborhood," the city engineer said.
Board members discussed whether the decision would create long‑term obligations to retrofit the area; staff characterized potential future improvements as expensive and unlikely absent broader block‑scale ownership changes. The board moved, seconded and approved the requested variances.
