Board adopts updated code chapter and harmonizes fines and enforcement procedures

The Millcreek Township Board unanimously adopted two ordinances on March 24 that revise enforcement procedures and standardize fine ranges across the township code.
Township solicitor Attorney Shaw explained that Ordinance 2026‑2 replaces chapter 48 to set uniform minimum and maximum civil and summary fine amounts and enforcement procedures; Ordinance 2026‑3 amends individual code provisions to conform to the new chapter. Shaw said the goal was “to simplify and make consistent the ordinance procedures” and to eliminate repetitiveness across multiple provisions.
Under the new provisions cited by Shaw, civil offense fines will range from $250 to $600 per violation and summary‑offense fines will range from $250 to $1,000 per violation, with certain exceptions remaining in individual ordinances. Shaw said the update preserves existing substantive requirements but consolidates enforcement and penalty language into chapter 48 and that both ordinances go into effect upon passage.
The board voted to approve both ordinances after discussion about prior updates to fine schedules; supervisors noted earlier amendments in 1996 and 2007 and clarifications in 2002 relating to tree recovery. The votes were unanimous.
