Glenville board schedules Oct. 15 hearings, appoints counsel and approves contracts and settlements

At its Oct. 1 meeting the Glenville Town Board approved a pack of routine resolutions: it scheduled Oct. 15 public hearings for objections to assessment rolls in several water and sewer districts and for a proposed zoning amendment to the Horseman Farm Planned Development District; appointed attorney Jeff Siegel to represent the town in a dispute over a paper street at the end of Harwood Drive; authorized paving contracts and equipment purchases; and approved a settlement distributing withheld funds between two contractors for a metal supply building, with no additional cost to the town.
On the Harwood Drive matter, town counsel (speaker 8) summarized the dispute: a paper street shown on a roughly 60-year-old map is the subject of competing claims by adjoining property owners, and one owner brought suit to determine ownership. The board moved and approved a resolution to appoint Jeff Siegel as counsel to represent the town in that lawsuit.
The board authorized several highway-related contracts. It accepted a bid from Allstate Materials for paving (Allstate awarded the work by board action) and later approved a Callahan Industries contract for fog-seal/top-coat work; council members clarified that the earlier base coat work and this top-coat/fog-seal step are distinct parts of the town's paving program. The board also accepted a bid from Western Mass Power Equipment for an off-road Maruca MST 200 VDR dump crawler to support park-trail work at a cost not to exceed $20,500.
The board approved a settlement related to construction of a metal supply building at 18 Glenridge Road: town counsel said earlier withheld funds will be allocated between Town Metal Sales and JAG to resolve disputed change orders with no extra cost to the town. The board also authorized a demolition agreement at 436 Green Corners Road that requires a $25,000 security deposit to guarantee the later demolition of a temporary residence.
Most motions were moved and seconded by councilmembers in standard form and were passed on roll call; the meeting concluded after a brief new-business exchange about scheduling a budget work session. The actions taken were routine authorizations and scheduling decisions; several items will return for public hearings and further board consideration on Oct. 15.
