East Fishkill board completes annual reorganization; approves appointments, contracts and water study

At its Jan. 15 reorganization meeting the East Fishkill Town Board performed the routine annual slate of appointments and administrative actions and approved a range of operational items and studies.
The board authorized appointments including deputy supervisors and a secretary (Tom Franco and Emmanuel Marinaro were named deputies; Gina Agrippo named secretary), reappointed the town attorney and comptroller, and continued a shared-services arrangement for the town planner. Tompkins/Merrick Bank was designated the official depository and the Southern Duchess News and the Poughkeepsie Journal were designated as official newspapers.
Insurance providers for 2026 were selected (Brown & Brown for general insurance and Marshall & Sterling for health coverage). The board adopted fee schedules for building, planning, zoning, engineering, water and sewer and added a fee category for battery storage permits consistent with the new/updated local law.
Operational actions included: appointing Danielle Biscoff as camp director at a prorated seasonal salary of $9,000; authorizing seasonal highway staff; issuing an RFP for the town recreation concession; and approving two stop signs for the Oakville Glen area (with two signs paid by the sidewalk district). The board also authorized RFPs for townwide electrical, plumbing and HVAC services.
On infrastructure, the board approved a water-source study for the Canon Wellfields to be performed by WSP not to exceed $25,000, citing past PFAS-related well closures and the town's need for additional water capacity.
A procedural change to the workplace violence prevention policy was also adopted to include state-requested verbiage on identifying and assisting employees who appear physically harmed or distressed; the change was linked to grant application requirements.
All the listed appointments and motions were moved, seconded and carried by voice vote in the reorganization portion of the meeting.
The board closed the meeting after department reports and clerk announcements; the next meeting is scheduled for Feb. 12.
