Warren SWCD board approves ACSP contract, donates to Envirothon and Dairy Calf Project

Chair Thomas Traylor called the meeting to order at 7 p.m. in the district multipurpose room, and all members and staff were recorded as present. Vice‑Chair Brenda Collier moved to approve the Dec. 9, 2025 minutes; Brandon Pernell seconded and the motion passed. Treasurer Brandon Pernell presented the financial report; Member Charles Lynch moved to approve, Brenda Collier seconded and that motion passed.
Director Gary Holtzmann presented the NRCS monthly report and introduced one ACSP contract for board consideration: CS‑93‑2026‑010‑13, described as a sod‑based rotation (29) in the amount of $3,410. Brandon Pernell moved to consider the contract; Shane Harris seconded and the motion to consider passed. Charles Lynch then moved to approve the contract; Brandon Pernell seconded and the approval motion passed.
Holtzmann also advised the board that Warren County will field two teams in the March 2026 Envirothon. After discussion, Shane Harris moved to donate $400 to support the teams; Brandon Pernell seconded and the motion passed. The board later reviewed a letter from NC Cooperative Extension seeking support for the 2026 Dairy Calf Project; Shane Harris moved to approve a $500 donation, Brandon Pernell seconded and the motion passed.
Holtzmann told the board that interviews have been scheduled to fill a vacant staff position; the minutes do not list interview dates or candidate names. Chair Traylor moved to go into closed session to complete the director's evaluation; the minutes indicate an organizational meeting to nominate board officers took place during that closed session. The record shows a motion to come out of closed session by Shane Harris, seconded by Brandon Pernell, which passed; the minutes do not record a second for the motion to enter closed session.
