The Rawlins City Council voted unanimously at a special meeting on May 27 to authorize submission of a Mineral Royalty Grant (MRG) application to the State Land Investment Board (SLIB) for the 2026 State Street booster project.
The council approved a resolution that included an amount figure of $1,500,000 in the motion. Matt, a city staff member, told the council the city would request $750,000 from SLIB and match the remainder from city reserves, using an internal loan to the water fund to manage net spending. "The meeting will be on the eighteenth," Matt said, and he added that the SLIB decision is expected roughly a week after that meeting.
A council member asked where the net spending would come from; Matt responded the city would use general fund reserves and structure the remainder as a loan to the water fund. The motion to submit the grant application and waive the resolution's reading was moved and seconded and passed by a voice vote recorded as six yays (unanimous).
Before the revenue-item vote the council also approved the special meeting agenda by voice vote. The meeting was called to order at 04:00 p.m. and adjourned at 04:03 p.m.
Next steps: staff will submit the application to SLIB at the meeting on the 18th (as stated by staff), after which the council expects to learn SLIB's decision about a week later.
