Oak Brook Park District awards $2.664 million in Central Park North contracts, authorizes limited change-order authority

The Oak Brook Park District Board of Commissioners voted unanimously among those present on Feb. 20 to award two construction contracts to Integral Construction Inc. for improvements at Central Park North and to authorize limited change-order authority for both projects.
Commissioner Suleiman moved and Commissioner Ivkovic Kelley seconded approval of the Phase II athletic-field base bid in the amount of $1,232,000, with alternate bids 1–4 rejected. The board then approved the base bid of $1,432,000 for a restroom, concession and storage facility adjacent to the north athletic fields. Both motions passed by roll call; Commissioners Ivkovic Kelley, Suleiman and President Knitter voted aye. Commissioners Trombetta and Truedson were absent.
In the same set of approvals, the board authorized the executive director to approve and execute change orders for either project that, in aggregate, do not increase the contract cost by more than $30,000 without prior board approval. The authorization requires staff to make the written findings required under 720 ILCS 5/33E-9 and to preserve those findings in the contract file; any change orders approved under this authority will be reported to the board at its next regular meeting.
The awards follow a competitive bidding process: five contractors submitted bids for Phase II, including one contractor that completed the Phase I improvements in 2020. The board also scheduled a ceremonial groundbreaking: a special meeting will be held March 20, at 5:30 p.m. at the Central Park North Fields Picnic Gazebo, 1315 Kensington Road, to celebrate commencement of construction.
Why it matters: the Phase II and restroom/concession projects advance planned park improvements and enable expanded recreational use of the north athletic fields. The combined base-bid commitments total $2,664,000; the board’s limited change-order authority is intended to allow staff to manage small, time-sensitive construction adjustments without delaying work while preserving public notice and oversight.
