"He is recommending that the project kind of be completed and then the city take over that project," Tony said, and staff noted the city is retaining 5% of the contract value as retainage and that a one-year warranty applies after acceptance.
The presiding officer asked for a motion to accept the Rice Lake sewer extension; a council member moved the acceptance and another member seconded. The item was adopted by voice vote.
Earlier in the meeting staff summarized a closed meeting held Jan. 27 under Minnesota statute addressing the potential sale of city property at 5028 Bridal Lake Road; the transcript records that Counselor Hegstrom moved to approve the sale, Counselor Mike Hendrickson seconded, and the motion carried unanimously.
The council also reviewed and approved a 2025 contractor list intended to guide emergency call order and assignment of smaller unplanned projects. Discussion covered verifying certificates of insurance, licenses, bonding and the city’s expectation of quality work; staff said contractors must provide documentation before payment will be made.
On the contractor-list motion a council member moved to approve the list and the presiding officer recorded a dissenting "nay" during the voice vote but the motion carried. Staff said the city will confirm insurance and licensing expirations for listed firms and reminded contractors that the city can remove firms for subpar work.
Other items noted in department reports during the meeting included a WLSSD wastewater credit to the city of $6,241 (appearing as roughly a $520 monthly credit on bills) and combined city cash of $3,806,830.39 as of Jan. 31, 2025.
Next steps: staff will complete the spring punch list on the sewer extension, confirm contractor documentation for the 2025 list, and proceed with required closing steps for the property sale as recorded in the closed meeting.
