Board approves vouchers, several capital-project adjustments and youth-program agreements

The Village of Ossining Board of Trustees on Oct. 15 approved a slate of consent and finance items, including minutes, voucher reports and multiple capital-project budget adjustments.
The board approved the minutes for Sept. 30, 2025, and the voucher-detail report read aloud during the meeting (the transcript-listed amount was $181,083,423.75). Treasurer (name not provided in the transcript) explained that a large portion of one voucher line—about $600,000—reflected capital spending for upgraded SCBA air tanks for the fire department, and that substantial invoices for the water treatment plant also contributed to the total. "That amount, basically, almost 600,000, was capital," the treasurer said.
Trustees approved the IBWTP voucher dated Oct. 30, 2025, in the amount of $3,377,726.19.
The board approved a set of finance adjustments and interproject transfers: renaming and increasing the 2022 Spring Street sidewalks and street project to 2025 and adjusting its capital budget; adjusting the 2023 DRI multimodal transportation-hub capital project (the resolution updated the project budget from an original $13,243,000 to an adjusted $21,000,000 with multiple funding sources and transfers); transferring balances from a Computo (Caputo) Center roof-replacement project into the multimodal hub and other projects; and several DRI-related adjustments for Market Square and Station Plaza streetscaping. Moderator noted these items had been discussed at the prior work session.
On youth programs, the board authorized the village manager to sign an intermunicipal agreement with Westchester County Youth Bureau for the summer youth employment program running 07/01/2025–09/30/2025. Manager Dottore said a prior $16,666 county grant served 12 youth for four weeks and that the village recently secured a new grant of a little over $220,000 to run an expanded program for about 10 months.
After taking the votes, the board moved into an executive session to discuss litigation.
Why it matters: The capital-project amendments adjust how the village finances large infrastructure and downtown-revitalization projects, including major changes to the multimodal transportation hub budget. Large vouchers and invoices reflect ongoing construction and utility projects that will affect the village’s water and capital budgets.
What’s next: The board will complete required project closeouts and file related documents; staff said additional budget adjustments may follow as projects move toward completion.
