Milford Personnel Board amends vacation and earned-leave rules and tables review of another leave item

On Jan. 14 the Milford Personnel Board amended parts of its Personnel By-laws governing vacation accruals and earned leave.
By a unanimous vote, the board amended Section 5.8B to change the five-year accrual milestone to three years with 15 days and to change the 10-year milestone to seven years with 20 days; the 15-year accrual milestone was left unchanged. Member Jim Dorval moved the amendment and Teresa Persico seconded; the motion carried unanimously.
The board also approved a revision to Section 5.12 (Earned Leave). Member Jodie Nosiglia moved to insert the word "calendar" before "year" in the first sentence and to add the requirement that "Employees must complete one full calendar year of service to qualify," with the changes to take effect retroactively to Jan. 1, 2026. Jim Ligor seconded the motion; it carried unanimously.
Human Resources Director Kristin Melpignano briefed the board on proposed changes to Section 5.8A (Vacation Leave) and recommended staff compare the proposed language with current policy before returning the item to the agenda. Member Jodie Nosiglia moved to table review of Section 5.8A to the next meeting; the motion was seconded by Jim Ligor and carried unanimously.
Also noted in the minutes: Chairman Brian Long left the meeting at 6:59 p.m., after which Alternate Member Jim Ligor participated as a voting member for the remainder of the session.
What’s next: the board will revisit Section 5.8A at its next scheduled meeting on Feb. 11, 2026.
