Megan, presenting the item to the board, said the rink is funded through the agency’s redevelopment opportunity fund and described the selection process: “We received six proposals, narrowed to three finalists, and the scoring committee recommended KNCC based on their experience, creativity, and familiarity with Redmond’s permitting process.”
Brandon Cook Bostick, chair of DURAC, said the advisory committee reviewed KNCC’s proposal and supports the award. “KNCC’s project approach clearly demonstrates a solid plan for managing scope, cost, schedule and stakeholder communications,” he said.
Board members asked about design oversight and decision points. Megan said KNCC will produce three concept designs for policymakers to review; the preferred concept would be advanced to 30 percent design in the first phase, with subsequent phases moving the design to 60, 90 and 100 percent and a guaranteed maximum price. “Each of those checkpoints will be coming back to you all to get your approval,” she said.
Wayne Powderly, owner’s representative with Cummings Management Group, said kickoff meetings with KNCC and its design team, including BCA/Blaze Control Architects, were scheduled immediately. He stated the team is aiming to deliver an operational rink before Thanksgiving 2027 and that construction will proceed in phased approvals.
The board moved to award the contract and approved the motion by voice vote. The minutes record the motion to award the contract to Kirby Nagel Howe Construction Company and authorization for the city manager to sign; the motion was seconded and carried with members responding “aye.”
Next steps include the design team returning to the board with concept designs and formal approval at the established project checkpoints.
