Westville reports building permits for Acadia project; incentive program and Shaw updates discussed

Town staff reported that a separate project, Acadia (24 units), now has development permits and six building permits in place and can begin construction. "Now that building permits have been issued, Westville will be in a position to use its municipal infrastructure incentive program," Mr. Wiers (speaker 6) said, explaining that the town plans to release 50% of the incentive at building permit issuance and the remaining 50% upon project completion.

Mr. Wiers and planning staff clarified the incentive terms discussed at the meeting: the incentive is available on a first‑come, first‑served basis while funds remain, and staff said the program targets projects of at least 10 doors. At the meeting a figure of $2,500 per door was cited as the incentive level for qualifying projects.

Shaw (Drummond Road) was discussed as a pending 10‑unit project; staff said minor engineering changes have been negotiated and that the developer asked about curb cuts and a strategy for connecting private service lines to the town's 10‑inch water main. Mr. Wiers said engineers had proposed installing a parallel smaller line (a manifold) to simplify multiple later tie‑ins. Staff said they expect Shaw to apply for building permits in the near future, at which point incentive eligibility would be assessed.

Riverview Homes: staff said the three‑duplex Riverview project remains under active consideration; the developer is reviewing project‑management pricing and exploring options for additional units on the same site.

What this means: the town is actively processing several housing projects and using a time‑limited incentive to encourage permit filings and construction starts. Developers interested in incentive funding should contact town staff and pursue building permits promptly while resources remain available.
