Travis Spain, who identified himself as a member and representative of Infinity Church, told the board the congregation has been in the city for 13 years and is in final planning stages for a new sanctuary. "We're in our final, building planning stages ... we need special exemption approval and then obtain a building permit," Spain said.
Staff explained the church is currently a legal nonconforming use because a special exception had not been formally established on city records; without the board’s action the congregation would be unable to expand. Jason (staff member) recommended approval so the church could become a conforming use for expansion purposes.
There were no public commenters in opposition. A motion to grant Special Exception SE2025‑03 for 412 Fairview Street was made, seconded and carried by voice vote; the transcript records the board’s approval but does not list individual roll‑call votes.
The approval allows the applicant to pursue the next steps in the local permitting process. Any required building permits or inspections will follow city permitting procedures.
