Kermit Council selects mural concept and gives manager limited authority to approve changes

The Kermit City Council approved a mural concept by artist Taylor Barnes for the annex building at 407 Wisconsin and authorized the city manager to approve limited conceptual changes without returning to council.
Council reviewed three concepts and discussed color, the prominence of the American and Texas flags, and the Maltese cross. Members asked that colors be lightened, that the American and Texas flags be made more prominent and that the woman-and-child figures be removed so the Texas flag could be more visible. City staff said the mural cannot begin before Oct. 24 and estimated completion around Nov. 21 if the schedule holds; the artist also will perform wall restoration prior to painting.
Council discussed cost and funding: two price figures were mentioned in the packet ($33,004.50 and $37,800). The mayor and several council members confirmed the mural would be paid from hotel/motel arts funds rather than the city's general fund. To avoid repeated returns to council for small modifications, the council authorized the city manager to approve conceptual changes up to $2,500. Council asked staff to obtain an updated concept image and provide a photo to council before installation.
The motion to proceed with concept No. 3 and to grant the manager limited approval authority passed by voice vote.
