Committee releases bill to designate Burlington City an Urban Enterprise Zone

The Senate Community and Urban Affairs Committee voted to release S-1834, a bill that would authorize an additional Urban Enterprise Zone designation for Burlington City.
Dawn Bergner Thompson, who identified herself as the City of Burlington Common Council president and chair of the city’s Redevelopment Authority, told the committee the designation would provide tax incentives and access to investment that could help revitalize the downtown and attract new businesses. “The Urban Enterprise Zone designation…will provide meaningful economic benefits to our business community,” she said, citing reduced sales taxes and funding for storefront improvements and infrastructure projects.
Seiya Omusto, president of Main Street Burlington and a local business owner, said a reduced sales tax would increase foot traffic downtown and make Burlington more competitive with neighboring commercial centers. “For our small business owners, this means more customers walking through their doors and more opportunities to grow,” Omusto said.
After brief questions from committee members, the chair put the bill up for a roll‑call vote and announced the measure was released for further consideration.
The release does not on its own change law; it clears the bill to move through the Senate process. The committee record shows no formal amendments were adopted at today’s meeting on S-1834. The committee expects additional legislative steps if the sponsor advances the bill to a floor vote.
