Land-use counsel Carl Landolina and consultants representing Cliff Chapman asked the Enfield Planning & Zoning Commission on May 14 to consider a zoning text amendment to increase building coverage in the industrial park (IP) zone from about 20% to a higher percentage closer to allowances in other industrial zones.
The presenters said the current 20% building-coverage cap effectively prevents modest infill development on small IP lots and noted impervious coverage is already governed separately. They suggested the commission consider either raising building coverage limits or swapping building coverage for lower overall impervious-surface allowances so that environmental protections remain in place.
Commissioners expressed interest but urged caution. Several asked for input from the wetlands commission and a targeted staff analysis of environmental impacts, the history of the IP zone’s coverage limits and whether a zone-wide text amendment or a more tailored approach (new zone or boundary adjustment) would be more appropriate. Staff said much of the IP lands contain wetlands, and recommended further study before advancing any amendment.
Commissioners did not vote on a text change at the meeting; the applicant was invited to return with a formal proposal and further documentation.
