At the March 2 meeting, Josh Tabor asked, "What's the purpose of this ordinance?" and proposed specific amendments to an EV/solarization ordinance under development. Tabor recommended that new construction be wired for electric vehicle charging or at minimum reserve panel space for a 240-volt connection and that multifamily and rental properties provide access to a set ratio of plugs rather than requiring a plug at every unit.
Committee members discussed using Biddeford's approach as an example and agreed the ordinance should reference the ICC electrical code to ensure technical compliance. Janice Vance emphasized the need to align the draft with the planning and code review process.
Josh Tabor, Tom Wellman and David Lounsbury volunteered to draft ordinance language that the committee will send to the Planning Board for review. The committee outlined a process of two public hearings followed by Select Board consideration; public hearings in April would aim for a June ballot placement, with a later hearing cycle in September for a November ballot if the earlier timeline is not met.
Committee members did not adopt ordinance language at the meeting; members described the session as a drafting and referral step that starts the formal review and public-engagement sequence.
