Plymouth backs regional master plan for Alpha Flight maintenance campus

"We had a meeting, two weeks ago, Friday, to coordinate with Alpha Flight," Curtis said, describing collaboration with the mayor’s office, the redevelopment commission and the Marsh County Economic Development Corporation.
A representative said the redevelopment commission has agreed to pay for the planning work and that Alpha Flight may accelerate a career-and-technical-education maintenance program to the 2026–27 school year, creating additional near‑term pressure for planning and space. The board emphasized the need to control scope and cost; members repeatedly warned against unconstrained visioning that could generate large consultant bills without actionable results.
Curtis proposed presenting a negotiated amendment for additional consulting services covering six meetings and roughly 30 hours of technical support per month, billed time‑and‑materials on a not‑to‑exceed basis. The board authorized the airport manager to review and negotiate the amendment and authorized the president or airport manager to execute the amendment after successful negotiation and consultation with the mayor and city attorney.
Board members said they expected regular transparency in monthly invoices and deliverables so the board can track hours and outputs as planning proceeds.
