Board delays decision on 145 Union redevelopment designation after objector requests time to review new report

The Lodi Planning Board on Jan. 14 agreed to re-notice and continue a hearing on whether 145 Union Street should be designated an area in need of redevelopment after objector counsel requested time to review an updated planning report.
Special redevelopment counsel and municipal counsel presented an amended planning analysis and asked the board to consider the updated materials. Bruce Rosenberg, counsel for Grand Madison LLC, said his client had not had adequate opportunity to review a report dated Dec. 22, 2025, and requested an adjournment so the objector could prepare a response. The board discussed notice timing and the timing of the updated materials, and—citing an abundance of caution—agreed to re-notice the matter for Feb. 11 to allow all parties and the public time to review the amended report and any supplemental memos.
Board staff confirmed an amended report and a January 12 memo would be provided to counsel and placed in the record. The board also discussed providing any response reports to staff before the next hearing so the record would be complete for deliberation. No final determination was made at the Jan. 14 session; the item will return on Feb. 11 with the newly submitted documents distributed in advance.
