The committee amended and released a group of bills aimed at accelerating electric-vehicle (EV) charging deployment and clarifying municipal crediting rules. The suite includes measures to allow alternative compliance standards for EV supply equipment based on charging capacity, to expedite make-ready parking space permitting, and to set rounding rules so that fractional EV parking credits cannot push a municipality past an existing 10% parking-supply limitation.
Supporters including Electrify America, the New Jersey League of Conservation Voters and the New Jersey Law Revision Commission described the bills as largely technical and intended to reduce permitting delays while maintaining safety and inspection standards. "This is really gonna give an alternate way to expedite this process," a committee member said, describing a business case of a local diner that would add charging to attract customers.
The Law Revision Commission testified it prepared a final report addressing ambiguities in when EV credits may be considered, how fractional EV parking calculations should be rounded, and ensuring rounding does not exceed the statute's 10% limitation. The committee adopted amendments and released the bills for further consideration.
