Committee advances bill to fine parking that blocks buses and bike lanes

A Senate committee amended and released S-2559 after testimony from transit advocates and municipal groups. The bill would allow the New Jersey Transit Police Department or designated, trained employees to review recorded images from bus-obstruction monitoring systems, limit duplicate citations for the same incident, and set appeal procedures that include review by the corporation and, if needed, the New Jersey Superior Court.
Jack McKee of Hudson County Complete Streets said the bill was a "crucial step" to prevent cars from blocking community infrastructure such as bus stops and bike lanes. "Parking and community infrastructure is not benign... When driving yourself is quicker than the bus, people are gonna drive themselves and the problem perpetuates," McKee told the committee.
S-2559 also requires a 180-day public-education and awareness campaign beginning at implementation, with a 90-day warning period prior to active enforcement, and directs the corporation to adopt rules for hearings and appeals. The measure allows notification to the Motor Vehicle Commission if a registered owner fails to satisfy three fines and permits subsequent suspension of license or registration, subject to reversal if fines are paid or dismissed.
The committee recorded a motion to amend and release the bill; the clerk reported the bill was amended and released.
